I saw this error when I had not GRANTed SELECT on a table referenced in one of my report triggers (BEFORE PARAMETER FORM) to anybody but SYSTEM. Since I develop reports as SYSTEM, I could see the table fine; anybody else got the error message you mentioned above.

As mentioned elsewhere in the thread, also try File -> Compile All in the .RDF version (while using R25DES, of course, not R25RUN) before you convert the .RDF to an .REP next time.
