I beleive EBU 2.0.10 will not work against a 7.3.2.3 database. You'll need to upgrade to 2.0.12.3 or .4. Check on the Oracle Web Site www.oracle.com. I remember seeing in there that only 2.0.12.3 & .4 will work with SQL*Net V2 and 7.3.x.
