The owa executable needs a couple of things to run

• ORACLE_HOME needs to be set in the environment
• the file owa.cfg found in $ORACLE_HOME/ows/admin needs to be accessible to the user the netscape server is running as
• the log directory and files in it need to be writable by that user. once these are writable and oracle_home is set, you'll start seeing more meaningful error messages appear here.

I would suggest that you leave the owa executable where it is. Map THAT directory in netscape as /webAgentname/ (where webAgentname is some valid entry in the owa.cfg file so that the owa program knows what database to log in to and what username to log in as). The owa program looks at the URL to determine how to log into the database (calling it via /cgi-bin/owa/procedure would make it look for a cgi-bin entry in the owa.cfg file for example, you would need a web agent named cgi-bin for this to succeed).
