Does Forms 4.0 Work on P07 under Win95 (7.3)?

I have applications written in Forms 4.0 and 4.5 and both run fine under Personal Oracle7 for Windows 3.1. I migrated to Windows 95 and I can run the 4.5 applications and I can open the Forms 4.0 designer, but when I open a file in Forms 4.0 I get error FRM 10035 - Module does not exist, and when I try to create a new module in the Forms 4.0 designer I get error FRM-10065 - Failed to initiLIZE de (CHECK THE RESOURCES).

Do I have a compatibility problem or is there something else I can do to get 4.0 to work with Windows 95?
