A good class is PD7 (Using the Oracle7 Server Procedural Capabilities) for learning about stored procedures; packaged procedures/functions and database triggers and the like. To get the most from this course it does depend on having prior SQL*Plus knowledge.

As for tuning it depends if you're talking about database tuning or application code tuning. Probably a good idea to call ORACLE training, or look at

I do recommend the PD7 course in any case.
