Jay,

I have used Oracle drivers 7.1, 7.2 and 7.3 both 16 and 32-bit to connect to Oracle 7.1 and 7.3. They are all interchangeable as far as I know, and the newer ones have shown to be backwards compatible with Oracle 7.1 with no problems.
