A couple of things to check:

The user needs to be a local user set up on the machine where the agent is running.

The documentation leaves out one important step if your NT system is configured using NTFS instead of FAT - security. The local user that you defined must have privileges to access the files. We ended up giving the user "full control" on the entire local drive. Minimally they should have full control on the Oracle home directory and subdirectories below.

Oracle has several helpful hint sheets to check out if you are still having problems. But I suspect that one of the above two is your problem. You are close to having it working! We ended up spending over two weeks on the problem because evidently nobody in Oracle had ever configured an NT system that used the NT File System.
