OPTIMAL doesn't set the maximum size for a rollback segment, but the size which it will be shrunk back to when all transactions using it have finished and the smon process finally decides to get its finger out and do some work, thus each rollback segment can grow beyond 25M and so you can get more than 55% usage of the RBS tablespace.
