You didn't say what version of Oracle you were using, but my understanding is that 7.3.2.1 tried to enforce OFA installs, but Oracle has backed off of that in subsequent versions.

Look in your release notes for the 'rules' when setting ORACLE_BASE and ORACLE_HOME.
