For the Agent you need Sql*Net 2.3. So you must install 2 Ora_Homes like this
\orant72 -- RDBMS etc.
\orant73 -- Sql*Net 2.3
At startup start the RDBMS processes from orant72 and the TNSListenerService from orant73 and everything should run.
