ServerManager (Can't connect on SQL*NetV2 ?)

Dear Oracle Users.

My name is Yasuhiro Yoshida.
I can't connect databases where use OracleServerManager.

I hava a question.
Are ServerManager ,SQL*Plus and SQL*DBA the same type Products? Need special menu in ServerManager?

[ Enviorment ]

Server      HP9000 HPUX10.01
               Oracle7.1.6.2.0
Client      Sun Solaris 2.5.1

[ TestCase ]

SQL*DBA: Release 7.2.3.0.0 ---- SQLDBA> connect system/manager_at_mammoth.test Connected. SQLDBA> connect system/manager_at_t:mammoth:test Connected.
