SQL*Net VMS/TCPIP config problem

I recently installed SQL*Net ver 1.2.8.6 for Oracle 6 on a VAX running VMS 5.5-2 with TGV Multinet 3.4 TCP/IP stack. When I try to connect to a database via SQL*Net using syntax such as "$ SQLPLUS SCOTT/TIGER_at_T:" I get a SQL*Plus banner with version & coypright info, but no SQL> prompt. The VAX creates a process called ORA_SRVT000_LIV that remains in PFW state. The VMS cursor only returns after sending a CTRL-C.

I am guessing that a system resource is low, causing the PFW state. I set ORASRV_QUOTA_PGFLQUOTA, BYTLM, FILLM, WSetc and several other account params in CONFIG.ORA, with the behavior unchanged.

Has anyone who successfully installed SQL*Net v 1.2.x on a VAX with TCP/IP run into this problem? Any ideas welcome, I'm not sure what to look at next.
