Oracle's Symmetric Replication provides a number of options, including updateable snapshots, row-level replication, multi-masters, etc., via either synchronous (2PC) or asynchronous propagation. For your particular need, I would recommend async propagation as that provides a fault resilent store and forward approach protected by 2PC whereby any remote outage would merely be saved by the propagating site until the remote site becomes available.

I always love the comments by third party so-called experts that make outlandish claims of, in this case, a 10x increase in network bandwidth required to support replication without having to provide one shread of supporting documentation.
