dbms_standard package or how to display info to user, please help

Before 7.3, Oracle included a package called dbms_standard, this had a function 'raise_application_error'. According to my DBA, oracle is not going to support this package in 7.3. Is there any other function that will raise a message to a user. I am on Unix, Oracle 7.3, creating a Powerbuilder Win95 GUI interface to the database. Basically, this allowed me to create my own error messages to display to the user within a trigger or procedure. Is there another function that will raise a message box so I can display a message?
