I missed the initial quetion. If you are looking for limiting the CPU usage for different application/users, atleast on HP unix there is a product called Process Resource Manager (PRM). You can define the CPU quota to a application this product will guarentee the allocation of the atleast defined quota. There may the same kind of products out there for other unix system also.
