Is it possible to access the LiveHTML cartridge from a PL/SQL routine that is creating an html document on the fly?

Example

htp.print('<!-- #include virtual="/homepage/list.txt" -->');

If so.. how do you configure the oracle web listner LiveHTML cartridge (through the browser accessable pages) to do this?
