Doug,

This is only true when using the SYS login, which is exactly what it is intended for, hence the reason it's password should be closely guarded. However, if you use the SYSTEM account, even with the granted DBA role, and attempt a SYSDBA connection, it should be refused with an 'insufficient privileges' response if the password file is set up properly.

Please note that this capability is not limited to Enterprise Manager, but any utility that offers the fourth option field in the login window.
