NT 4.0 Install problem -topology.ora

Setup : Pentium 133 Mhz with 32 MBRAM
OS : NT 4.0 Workstation
Oracle Workgroupserver 7.3.2.2.1

During install, got error message
" c:\orant\network\admin\topology.ora was not found. Oracle Enterprise
manager uses this file to discover and map network services. If TNSNames.ora is found thsi install can create a topology.ora using TNSNames entries."

I clicked OK and then got the following message

"TNSNames.ora not found. Please use Oravcle network manager3.1 to
configure SQL*Net if required and create Topology.ora."

Help !!!!
