Q:Listener V1 needed ...

We try to install Action Request on a Oracle 7.3 Server. Our problem: Every time we try to create the database for AR the installation ends with an error message according to net connection problems of Oracle.
I think, it's a problem based on the missing Oracle component orasrv in Oracle server 7.3.
Is there a way to use SQL*Net V2 to simulate Listener V1?
