Actually it's in $ORACLE_HOME/sqlplus/admin.

After doing that, and if you haven't already done it, you should probably run the helpins script to enable the HELP command in sqlplus. From the unix command line type:

export SYSTEM_PASS=system/your_password_for_system helpins
