  Check your parameter file: REMOTE_LOGIN_PASSWORDFILE (It seems to be SHARE in your case. Right ?)

  If you want to add passwords for other users apart from SYS and internal as SYSDBA or SYSOPER, you should set REMOTE_LOGIN_PASSWORDFILE to EXCLUSIVE.

  Besides, grant the SYSDBA or SYSOPER to the users by using User Manager or similar ones.
