I am posting to solicit any feedback other DBAs can provide with regard to how you are managing a development environment.

A large part of our application has been developed using stored packages and procedures (v. 7.1.6 on Solaris 2.4). We are using PVCS for version control and CASE5.1 for object definitions. Recently, our developers have been complaining about their lack of productivity because of the amount of steps it requires them to fully test a new package...copying dependent packages to their own schema from PVCS to perform initial testing...submitting a promotion request...waiting for the version control manager to put the package into the development schema, and waiting for a DBA to issue grants/synonyms if necessary.

We are trying to meet on middle ground but the suggestions we have made are not acceptable, including providing a separate account for all developers to use which contains a copy of all packages in this schema, and pointing to the development schema for other database objects. The problem with this proposal is that
the developers would need to manage which versions of the packages were in this
schema.

Any suggestions you can provide can help us better try to "live in harmony" :)
