Process Hogs Dual HP-UX CPUs: Why

Our Oracle7 server release: 7.2.2.3.0
SQL*Plus: Release 3.2.2.0.0
PL/SQL: Release 2.2.2.3.0
running on HP 9000/829 under HP-UX B.10.01 A with two CPU's, 512 megs memory

We have two different instances of Oracle running, and we have seen when each instance is running a "hog" process, instead of both sharing the machine, one may run essentially all the time until it completes, with the other locked out. HP-UX Glance shows the first process marked "PRI", and the second marked "SLEEP". The processes are NOT accessing any tables outside of their own database. We wouldn't expect them to interfere with each other in any way, but they appear to be doing so. Has anyone else seen anything like this, and if so, can you tell us what's causing it and if anything with tuning or parameters can help out? TIA.
