Did you download the specific Oracle ODBC driver for windows 3.1 from Oracle website.
There is a different Oracle ODBC for each version of SQL*Net. I assume you will need
V 1.16.3.1.0A for SQL*Net 2.3.

You can go directly to
http://www.oracle.com/products/free_software/index.html to download the driver.
Excerpt from oracle's home page.

"Oracle ODBC Drivers
The Oracle7 ODBC Driver is an ODBC Version 1 Level 1 compatible driver. Warning: If you plan to use a 16-bit application with ODBC (even if it is running on Windows 95 or Windows NT), you will need to use the 16-bit ODBC drivers for Windows 3.1."

By the way these drivers are free.
