It's very tough to answer questions like this. The amount of ram depends alot on the application, how active those 30 users will be, what % of the data if most frequently accessed, etc.
As for the OS, that can be a very 'religious' subject. If there's an existing support staff, I'd say go with whatever they are comforatable with supporting.
