Oracle7 on VMS - MTS

We are new to Oracle here at UNCG.  We are having some trouble
with the Multi-Threaded Server (listner) connecting between
two instances.  Sometimes it works fine, sometimes not.
Are there others out there using this?  And are there any
hints you might send?
