This doesn't say which ODBC, the above is true for Oracles ODBC driver, but some ODBC use their own transport and SQL*Net is nor necessary.
Check out the www.oracle.com on the free download section or the KB for the version numbers of sql*net and ODBC to use (for the Oracle ODBC driver)
