Janewill's correct.  SQL Net 2 will only connect with SQL Net 2 clients. 
We're currently running both SQL Net 1 & 2 on the same machine to do
exactly the same thing; connect Oracle 6 & Oracle 7.2.3.  Up to version
7.3, Oracle still makes SQL Net 1 available as part of its release.  Once
you reach 7.3, SQL Net 1 is no longer available.
