TNS-12541: no listener

I need help!

In our test lab, we have an Oracle 7.2 server running on a Windows NT 3.51 platform. It is connected to a Novell network, and we are using SQL*Net SPX for our protocol. When the client workstations are logged in to one of our Novell servers, it finds the TNS listener service just fine. But when we log in to the NT server using FPNW, it can't find the listener service, and gives the error TNS-12541.

Has anyone run across this error much? How did you solve it?
