I'm sure, that you can insert values to the dictionary-tables; but what you really see with DBA_* are views to the original dictionary (like obj#). But you won't be able to insert or update any of the v_$* tables, because that are no tables at all, this views are treated as tables, but really this is part of the memory (SGA).
