I dont know about NT but unix on oracle needs to be relinked to support different network types.

If the executables have not been relinked with tcp, all client and server executables to be used with tcp need to be relinked and tcp entries are required in the tnsnames.ora and listener.ora files. [the relinking can probably be most easly done through the installer]
