I have no idea about what you mean... Anyway: query plans are the first place where I'd look at.

It's not about 'large-scale migrations', it is about UPGRADING to newer versions and aplying patches (9.2.0.8 is the last 9i version that I can remember), which is one of the main tasks that a proper DBA must take care of.
