Moving File after using it in external table load

Using Oracle 9.2.0.8 on Windows XP.
I am loading a file into an external table then dropping the table and trying to move the file used to create the external table to another folder. A lock is maintained on the file even after droppping the table. Is there some method of releasing the lock so I can move the file ... or am I missing something.
