Sorry to interfere with a triviality, but the kind of error you get is usually due to trivialities.
Is the file really called "tnsname.ora"? That would be the problem then, because the file must be called tnsnames.ora
I would enable client tracing in sqlnet.ora (parameters TRACE_LEVEL_CLIENT and TRACE_DIRECTORY_CLIENT). That would tell you in great detail where the problem is.
