LOL Right now the people responsible for adding new user accounts to the system have to record this information via their processes. If this is put into a text file or a table really depends on what your site needs and who has the time to set it up.

Maybe someone should file an enhancement request to extend the Oracle comment command to also cover USERs as well as tables and columns.
