It's possible, and Oracle provides the Pro*C/C++, OCI and OCCI interfaces. Consult the documentation at

http://tahiti.oracle.com

and search for the above topics. There are also third-party products which can use the C/C++ language to interface/connect with an Oracle database. Check google.com.
