Not even the mandatory features, the well-known DBMSes fully implement just SQL92 Entry Level. And IMHO it's almost impossible to implement all that optional stuff: before you implemented it there's a new version of SQL with new optional features...

But at least all vendors move towards SQL:2003, maybe within the next years there will some DBMSes compliant with base SQL:2003.
