I wouldn't answer any of them with your proposed answer by the way - though I see where you are coming from. I'd have said "when it doesn't matter". It's a bit like the BAARF stuff - mostly it really is irrelevant, truly irrelevant - knowing when it isn't counts, but so too does knowing when it is.
