Might not be a surprise to find out that Oracle has such a tool.

Check out the Oracle Enterprise Manager, and in particular the Change Management Pack and the Configuration Management Pack. Both packs are options (at an extra charge) - the Change Management pack helps with schema differences and the Configuration Management pack helps with patch and release differences.

Of course, a basic ability in internet search engines can provide other answers as well.
