This has been discussed many times in Oracle's XE discussion forum. There are a number of possible reasons, and it's really much easier to search that forum to see the possible solutions.
TO register for the forum:
http://www.oracle.com/technology/xe/registration;
Then, to access the forum, log on (same userid you used to register)
