Not actually and here's why. The consultancy carries an extremely large Errors & Omissions insurance policy that comes into play if they guess wrong. Corporate management is interested in two things: (1) Not running afoul the law with the resultant damage to reputation and earnings, and (2) if something goes wrong having a very large financially vested partner to take the hit for them.

If you have Accenture or KPMG signing your financial statements you are basically buying indemnification. Whether they are technical experts is of secondary importance except to their insurer.
