If you have not already done so, obtain an OTN account at http://www.oracle.com/technology/index.html. The account is free. Download the database version you wish to use for studying as well as the documentation. The 10g version of the documentation as 2-day DBA guide that will get you started. There is also a tutorial for 10g R2 installation at
http://www.oracle.com/technology/obe/10gr2_db_single/admin/db10gr2_win_install.html

Here are links for Sybex self study guides for 9i and 10g. http://www.sybex.com/WileyCDA/Section/id-290633.html http://www.sybex.com/WileyCDA/Section/id-290634.html

Oracle has a site for Certification information at http://education.oracle.com/pls/web_prod-plq-dad/db_pages.getpage?page_id=39

Also get familiar with the Concepts and Administrator Guild in the Oracle documentation. And most importantly practice and experiment.
