This should probably be a new thread as it is an entirely new topic...not that threads don't get off on a tangent once in a while.... :)

UTL_SMTP needs a SMTP gateway. If you can send an email internally, then your procedure is working fine from Oracle's perspective. If you cannot send email externally, then this is most likely due to some limitation of your SMTP gateway. Talk to your admins about this issue. You might have to use a different SMTP gateway. Or they might have to get your gateway set up to let you send external emails.
