user and schema are usually two different things. What *exact* command did you run and how? If you used sql*plus you should have got the User created
message.
If you got this message the user is there. Also, what version are we talking about. Please always be as specific as possible. No one is looking over your shoulder, and no one is clairvoyant, so no one is capable to guess what happened.
