My guess is, maybe its using too many functions, and/or there's too
many sub select queries to go through.


There's only a few hundred records in this table at the most.
What do you mean by the execution plan?


I just paste this query into a table called REPORTS, and into a field
called SQL_REP, and the Web site does the rest.
