it's interesting to look at USER_OBJECTS. kinda gives the impression that 128c might be possible one day -- but looking at the underlying view definition shows that OBJ$ limits all object names to 30c (including some of the relatively newer ones), but is UNIONed to LINK$ to include db links -- which can be up to 128c

(still wondering why that 30c limit persists)
