There is no such thing, nor will there ever be one, as the only release appearing on CD in the base release in this case 9.2.0.1 9.2.0.4 is a patch release, and can not be installed without installing 9.2.0.1
As you can order the CDs from the Oracle store for S/H, I'm not sure what your problem is, also as far as I am aware local phone traffic is FOC in the U/S.
Also please do not post this every Oracle related newsgroup you can spell. You are wasting bandwith and peoples time.
