You need to be logged in to your machine as a local user e.g. Administrator for this to work.

1. Create a local user and add him to Administrators and ORA_DBA groups or if using Administrator then add Administrator to ORA_DBA group.
2. Put sqlnet.authentication_services = (NTS) in your sqlnet.ora file.

Try again.
