I'd say query performance could increase (the range to be scanned is smaller), insert performance would be worse (more indexes to maintain).

Rebuilding indexes is always an issue, and the need (rather: no need) has been discussed numerous times here. Why would you?

If the interger is derived from a sequence, a reverse index might help.
