What do you mean by view. As long as a "create or replace" for drop is not in progress you should be able to query the souce text from dba_source without a problem.

Take a look at v$session_wait for your hung session. If you cancelled or otherwise exited your session that was hanging and then opened a new one the possibility that your first session background process had the package exists.
